alright it is obvious why they refused you. you have bachelor's degree and pg diploma with 9 years of experience yet you apply for graduate certificate which is aimed for fresh graduates. the program does not show career progression and it doesn't make sense for you who has been working for 9 years ? why u suddenly want to take it ? all these questions were in the VO head. your best bet is master's degree in your field. management diplomas and certificates for VO are jokes. they can be taken anywhere even online. then the vo will question you . why u are not taking that program back home ? with your profile you can go for express entry or study master's. going for graduate generic certificate is always a red flag for old applicants. please don't just re-apply. order GCMS notes. read full details of reasons and prepare an even perfect application. seek Canadian immigration lawyer with expertise on study permit.
again really sorry to hear about your refusal. but it is very common reason for old applicants.
Hmmm...on my case I wanted to follow the steps they instructed though upfront medical is fine. In any case as you said with schedule booking trouble with iom if ever. I think there will be other medical facilities accredited by ircc.
we have 5 days holiday in my country so i guess ircc office is closed until Monday. hopefully i will upload my police clerance after 14 days of waiting in Monday. i didn't know i need police clearance. it was not in the checklist. otherwise i would have not lost 14 days

i was praying day and night. just getting admission to my desirable program was a battle of 7 months. i put all my efforts in this journey. financially and physically. and applying from 3rd world country is never easy
is this usually happening? Visa is being processed in Abu Dhabi but refusal from Warsaw? Can an application be process by two different VO?
if there are overload of applications. or maybe the applicant lived for a long period in poland or close country in europe
I understand your point of view, but I'm not a total noob at this. I have all of these questions very well aligned in my SOP. Its not that career progression is an issue, as it has already been demonstrated in extensive detail in my SOP. As for studying online, there are hundreds of thousand reasons not to study online and pursue a certification in person as compared to online. Experienced professionals like myself can make the best use of those diplomas and certificates for sharpening specific skills.
Anyways, lets wait for the GCMS notes, only then we can know why specifically they thought to refuse.
i understand just stating that from seeing similar cases to yours. waiting GCMS note is very wise decision. then you will know what exactly happened there. seen previous visa officers writing articles about this. if your choice of program doesn't make sense for them. they will scratch their heads and make a decision based on what you see on your application. also many students who got refsued 2 or 3 times got approved after they switched to MBA or similar master degree. just keep in mind the possibility of changing your program. unless you want that program and college that badly then somehow u must prove it to VO. all best luck
