About your last line, there has been a process change that we see where IRCC sometimes seem to be starting eligibility and background check before BIL is issued. So one can never say for sure.

Thanks for your advice. I made this group by myself because couldn’t find a general group for everyone. Also joined couple of other groups, they are either specific for STEM or PNP.
