I followed the tool and this is what I got

They're not. If IRCC is accepting OWPs with incomplete fees it's officer error.That's also how much I paid. I don't understand why some people would be exempt from the holder fee and others wouldn't?

Don’t know man; my friend who got his wife’s OWP; paid the same amount the same way.That's what I figured.
I don't mean to worry you but it would be very weird if the fees were circumstantial. I checked the services you linked and I'm also getting the same amount as you did, but I know this is incorrect. There's a holder fee for everyone I think.
