Why is it that some people are being told about the ceremony and getting oath the next day and while some are told to wait for 2-3 /weeks/months @ scarborough immigration office?!?! Any idea folks ?

It could be that some people's background and security checks are not yet complete.
You cannot have the oath until all backgrounds checks are done. You can have the test/interview whilst the background checks are still in process.
Unknown why some peoples background/security checks are completed faster than others, to many variables to know for sure.

Could be, the officer said today everything looks good but wait for the notice in the mail for the oath and it could take 2-3 months. we usually take 12 months. And I was like Ok ?!?!

I dont think thats true they cant make decision before doing background check

If you have DM in ECAS then its likely just due to scheduling and availability.
If you do not have DM in ECAS then its likely background/security.
Just going to the interview and test alone does not mean a decision has been made, you need to wait for that decision in ECAS followed by an oath invite or a refusal letter.
