Yes you can always call and ask for an update. But getting through is kinda hard and when u do it'll most probably be a long wait time, so be prepared for that.
As you have applied for OWP- u r on Implied status. You can stay but try not to travel out of canada- as reentry depends on Immi Officer upon entry
OWP usually takes somewhere between 3-4 months. You should have received an email from CIC, around the 1 month mark, AOR(acknowledgement of receipt*I believe*) this indicates that they have received your application all good(paperwork wise) and that they are working on your application. There are a lot more steps before they can 'approve' your PR, such as spousal eligibility, medical etc.
Was only your owp applucation sent back, or the PR application as well. If it was just the work permit, then mostly PR application should be good to go. I have heard some people didn't receive any mail and only found out when they called. When you say no luck with the phone calls do you mean you can't get through or they don't have any info to give you? As for your owp, since you resent mid June, you should be hearing back within the next two weeks. Late may and early June applicants are got their approvals this past week. Good luck.
I am guessing you went through the automated system. Best is to go through the operator. Call 18882422100 and once it starts asking you to choose from the options, choose 3, then 2, then 0 for the operator. A real person will answer (unless there is a high call volume)and you can give them your personal details and they should be able to help.
