By the sounds of the email, you must be the sponsor? My wife (the PA) got an email with different wording inviting her to link the application. I (the sponsor) have not received any emails yet so I can't compare. But to me, it makes sense that they'd ask the PA to take charge of their application unless you've made yourself an official representative? With the UCI and application number, you can still go ahead and try to link the application but make sure it is linked to the PA's MyCIC account and not your own if you happen to have one.
The text from a PA's email might look like this:
