No, if your partner has PR card they can use that. It's just that you can't use the COPR to get a BC license. You can get a SIN with that though. You just have to wait to receive the PR card to get a BC ID.

If a person doesn't already have a BC license and has landed in Canada, they can't get one under any temporary resident visa/status/permit, because they are no longer a temporary resident. They are a permanent resident, but won't have the required ID until the PR card arrives.

Valid Permanent Resident Card (must not be expired)

or

Canadian Record of Landing/Canadian Immigration Identification Record (form IMM1000 only)"

The latter is not the same as a COPR.

interesting. They never asked me for any visa when i got mine at the ICBC at commercial/broadway. Just took my license in, showed my passport and got it. Maybe it was different then.

How long ago was that? From what I've heard they're very strict about documentation, at least now.

For visitors/temporary residents it states:
"Bring one of the following:

Your valid student permit, work permit, temporary resident permit OR

Visitor Record form (IMM1442)"

I was on a work permit but so maybe there was a way for them to see my visa details on their system or something. This was 4 years ago.

Then yesterday I received a brown envelope in the mail from CIC that I thought maybe was my COPR since I got DM last week but nope - snail mail request for my FBI check. It would make more sense if it was all or nothing one way or another.

Things in BC - west coast in gen, works slowly. :). You would have to go to ICBC to apply for Drivers licence, health card, BC ID card etc. Getting house is very difficult if you are in Vancouver. Yes, you can apply for new licence with foriegn licence.However, by end of June, some of the colleges will have vacation, that can ease some pressure in finding apartments.

i want to sponsored my husband in the philippines. PR na ko. And nbasa ko dto sa forum na all documents should be sent together.. dapat po ba mgpamedical muna xa bago ko ipasa ung mga documents namin sa CIC? and pwde po b ung up front medical? Thankz po.

If you have a COPR but are awaiting your PR card take the COPR in to ICBC and they'll phone the head office of another office and you'll get your license. ICBC told me this last week when I tried to renew my license on a Extended Visitor Record. They would only give me a temp license for 2 months but said once I get confirmation of PR to come back in and they can call up and get my license back in full.

My file was received on 2016/5/5. Cant access ecas for sponsor side but ecas for PA works with application number.
Is this AOR2?

i remember my days .... when i first got my PR.. i am talking about a decade ago... the ICBC lady at the first would not accept my landing paper.. eventually after some discussions; they took my work permit as an acceptable ID.. lol.. even though that work permit is useless once you became a PR.

My husband did this. He traded his german license in for an Ontario one. This was before he activated his IEC visa, he was just a visitor. All he needed was his passport, to surrender his German license and he had official documentation of his driving history in Germany so he could be granted a full G license.
