I sent them a lot of screen shots, emails, etc., I wrote a letter and re-did form IM5540 with a new date for intention to move. This has to convince them. Also the fact that I want to continue on with the application. I really think they should believe me. I sent them everything by email but monday I'm going to mail everything to them too. I feel like it's a silly thing that they're worried about and if they look at all the evidence, including what I originally sent them in April, they should understand. Based on recent trends it doesn't appear applications being sent to Ottawa have anything to do with whether or not the person is in Canada anymore, although that's one situation. It seems like they're forwarding more applications to Ottawa instead of other visa offices to help backlogged offices. I haven't seen much of a pattern though. Maybe right now it's a combination of luck and criteria for "easy" cases.Gary_87 said:

I could be wrong, but I remember seeing an Australian person recently transferred to Ottawa. There's a chance yours could. I have a hunch that they're treating "backlogs" differently. Even though Sydney is fast and (at least used to) processes applications in 4-6 months, the CIC might no longer consider that as acceptable either. It seems like they're trying to get overall processing times as low as possible, so it would make sense for them to forward applications from fast visa offices to an even faster one. Their goal might be to have all offices be as close to Ottawa times as possible.Gary_87 said:
