It is actually the stream they are referring to. Like in MPNP (Manitoba Provincial Nominee Program), there are 2 streams in which you can apply. One is under General Stream (GS) - sponsor is a friend or distant relative and the other one is Family Stream (FS) - sponsor is a close relative.
FSW (Federal Skilled Worker) is a different thing.
