I don't know about any other provinces yet but for sinp, the situation is getting tougher next year. From January2, 2014, Masters and PHDs are both required job offers plus approval letter of course. And all applicant under student category must be finding jobs that are related to their study! Even worse, those jobs are only accepted in NOC 0, A, B and C. Which means the case of someone from university of tonroto working in McDonald in SK to get their PR will never happen again.
However sinp cut some slack for skilled workers, from Jan02,14, if skilled workers can provide a certain fund statement and a settlement plan to live in SK, they may not be required a job approval letter.
My personal thoughts about this change of SINP is they try to evenly distribute occupation, after all too many educated students apply immigration under those shitty jobs, so they want the students to do more technical jobs and leave the dish washing jobs to skilled workers lol
