Well, not really.
Actually, the first OB that introduced a widespread usage of RQ got modified recently so that most of the very common triggers stop triggering RQ automatically, nobody knows exactly what are the new triggers, but I have reasons to believe that nowadays, they don't send RQ's for A5 and C1 risk factors, this doesn't mean that they rule them out, it only means that they will test your residency during the interview. The A5 factor talks about unemployement, self employed and consultant status and any subsequent Travel during the reference period, and C1 talks about ID's issued less than 3 months prior to the citizenship application. A huge percentage of the RQ's sent out were sent because of these two factors.
So, be ready to answer questions clearly, if they had a doubt and if your file didn't miss the triage the first time, chances are that they will do their best to find loopholes in your version of the facts during the interview. " Mais la résidence sera évaluée lors d'une entrevue par un agent niveau 2" says it clearly, they will evaluate your residency and probably more thoroughly than with an application that didn't have any triggers.
My advice to you is to go to this interview extremly ready, with all kinds of proof that you can have... Bank and credit card statements, appartment lease, tax declarations, travel history, letters from your employers, clearly translated passport stamps if any of them are not in french or english, try to be as strategic as possible because they really can be mean and try to intimidate you, a friend of mine had his exam on friday in Montreal and told me that some of the agents where extremly mean with people, so better be safe than sorry, prepare yourself and everything will go smoothly....always remember that the burden of proof lies with the applicant!
