when the 1st sentence of the news itself says effective Nov 2013 it makes no difference to April applicants. I thought something came up which did make a difference to April which I was not aware of.

No, only applications received after Nov-9th are effected and those were the only changes. Everything else, the 200 sub-cap and all
other changes only affect November applicants.
That's the same everytime CIC changes immigration rules. It depends on the date CIC received your application, and you application
will be assessed under the rules that were in effect on that date.

So I should be starting by late December to apply. Do they have online or the standard way to apply?

As I was just saying in the feb thread, just forget about it for now. MR's aren't gonna come through until Feb for us guys.

Get your BOWP once you hit that 4 month window

First March applicant received MR today or yesterday. So maybe, if you guys are lucky, you should see the first
MRs coming in in about a month from now.

you have to remember the holidays, also and im not being funny we all have the tools to work this out. If you look on the spreed sheets and get the average trend, were looking at 10 months for MR.

So that means us April applicants are set for Jan to Feb. for MR

If you are betting on MR before Christmas your setting your self up for a huge fail!! if the strike didn't happen we would have.

Our work permit is getting expired on 3rd April, 2014. Please suggest whether we should apply for Bridging Open work permit or we should wait for PR.

Apply when you become eligible. Just in case the processing of your PR application takes longer than usual.
