Sometimes things don't get updated online (I've heard, not from anyone from NOVO, just generally speaking). Things are moving slowly these days, maybe because of the strike?

Hi NicAnn!

The Quebec Selection Certificate (CSQ) is a document issued by Quebec Immigration authorities (Immigration et Communautés culturelles) indicating that the person designated on the certificate has been selected to reside within the territory of the Province of Quebec. The CSQ is not a Canada Immigration (Permanent Resident) Visa and cannot be utilized for entry into Canada, but this is mandatory if the sponsor lives in the province of Quebec. When it is issued (one month later) it is sent to the VO.....

And then the VO loses it, and you need to send the VO a copy yourself... 8)
