That's incorrect. It depends very much on the country. In Japan there is no tax number and no such thing as a credit check.
In Canada they only need your home address and your name. I learned this recently when a car rental shop sold my drivers license details and someone used my details to sign up for a couple of smartphones. Immediately went to the credit bureau agencies and guess what: there's the mobile phone company checking up on me with nothing more than my d/l.

Your friend should beware that there is a good deal of exchange of information between the authorities and the banks between the US/UK/Canada/etc. That's a story that's quite likely to catch up with him. I have an Irish buddy whose brother nicked a box of chocolates in the early 80's as a teen. That turned up on his record when trying to fly into the US a few years after 9/11; he was denied entry. The system doesn't forget.
