most likely, yes, if cc is charged then AOR is issued. So far i have not noticed anybody on ths forum whose cc/dd charged but has been refused for AOR. But have seen so many whose application returned/rejected and cc/dd not charged.
In fact on the rejection email sent to applicant by CIO they categorically mention that ur CC is not ben charged becasue ur application returned/refused.
Logically, if they firstly charge the money and then find the applicant is ineligible then they have to return the money. BY doing so they will increase their work and will waste time, money and energy. So as per my belief canadians are wise people they alwasy try to reduce the work rather than increasing.
If anybody has noticed a case with CC/DD charged but AOR denied, pls. share with us.
