Applying without PCC even though many days left after ITA

I recently received an ITA and apart from the USA PCC, I am all set to apply. I wanted to know if I can apply right now with an explanation that I have applied for PCC for USA and will upload when I get that. This way the ball can get rolling on the application and my app is not sitting idly waiting for the USA PCC. I.e. stuff like medical checks, background checks etc. can start. Please let me know if you think this is a workable option.

you get 90 days after ITA and if within that time frame you are confident you can get the PCC then wait and submit it else you will get the ADR anyways if you do not submit it now

In my opinion you should only submit all the application, when you have all the PCC's in hand, as that is one of the most important document they look into. If you apply without a valid pcc they might just reject your application.

You have 90 days to submit your application for a reason and this reason is to gather all the required documents, including PCC. If you submit your application without it it will be rejected as incomplete.

It is fine to submit your PR application without the PCC. All you need is a LOE and proof that you have applied for it. All the best.
