It simply comes down to the person reviewing the file and whether they apply the rules exactly or to their own interpretation. My question is: ok, so we can't trust the operations manuals by which CIC officers are trained and refer to. So my questions are these:
If we cannot trust those manuals, how can we trust the guides? What gives credance to the guides over the operation manuals? Also, I believe that was in IRPA as well, but it's been a while, I could be wrong here, so don't quote me.

Agreed. However that means that CIC's statements, and the Auditor General's reports' statements regarding defenseable behaviour within the CIC with respect to case assessment is a lie.
