Dear Friends,
I am applying visitor visa online on the behalf of a 67 years old lady. She is not competent in English and has no knowledge of Computer or Internet. My question is that can I apply visa by creating a GIC and MyCIC account on her behalf? I will provide my personal email and create a GIC and MyCIC for her. I am not a paid representative. Then what we will answer to the following question in the eligibility questionnaire:

Are you giving someone access to your application?
1)Yes, I will be appointing a representative to apply on my behalf
2)Yes, grant authorization for Citizenship and Immigration Canada to release your application information to another person.
3) Yes, both appoint a representative and grant authorization to release information to another person
4) No

I am neither a paid representative nor an RCIC. So, first option is not true. If we select the last option i.e. “No” then can the Visa officer raise the issue that she is an illiterate lady, how can she create profile and apply online. Will this affect our case adversely.

If I select the second option “Yes, grant authorization for Citizenship and Immigration Canada to release your application information to another person.” Then will it be OK for us. And in this case do I need to get an authorisation letter signed from that lady?
I will be highly grateful if you help me.

Answer yes to the last question, and you should be provided with the correct forms for you (Use of a Representative, Authorization to Release Information to Another Individual) to both to fill up. Those will serve as the letters of authorization for you to act as her representative and liaison.

If she is illiterate, you can provide a letter of explanation that she cannot sign, but maybe she can still personally mark it herself?

Thanks bellaluna,
She can sign in her native language. Now please suggest me that when I will get both of these forms signed from her. Then should I scan and upload this form? Because no other form will be signed by her according to instructions of online visa.

That should be fine, in her native language. Yes, I recall other members mentioning here it's permissible not to sign the forms if the application is online.

One more question please. It is not mandatory for me to provide her a submission letter as I am not a paid representative. Is it right?

Not sure what you mean by "submission letter", but you can indicate in the IMM5476 Use of a Representative form that you are not a paid representative.

Kuljeet and Bellaluna, I am a little confused about the GC account.(CIC)
I am trying to apply for my parents visitor visa. And from what I read it looks like I need a GC account on my father's name(principal applicant).
I am wondering if that will be okay because I am planning to pay from my credit card/bank account for payments, etc.
Please advise if I can use my GC account or I need to open a new GC account for my father.
Thanks in advance.

Credit card name does not matter. The GC Key should be unique per principal applicant named in the visa so open one for your father with your mom as his spouse. Name yourself as his representative.
