Applying TRV for my sister, please advice

Hi I am planning to apply TRV for my sister and father together, so please read the following specifics about my case and would greatly appreciate if someone can advise accordingly:

1. I am a PR in Canada and professional engineer.
2. My Wife got immigrated last year as well, one year after our marriage.
3. My Mother already has a TRV but my father's TRV got expired this January 2020, and he is planning to visit me along with my sister during her summer break from University in Pakistan.
4. My sister is in her 2nd year Medical university in Pakistan and will have one month summer break. She is 19 yrs old, unmarried and dependent on my parents. She does not have any property on her name.
5. My mom is a goverment doctor and may plan to accompany my father and sister.
6. Father is a retired army officer and has previously visited me two times. He also has a very strong travel history with other countries (USA, UK, Thailand, Canada etc)
7. Basically, I have bought a house in Canada and want my parents and sister to be with me at the time of possession and want them to stay their for 2-3 weeks. Not sure whether I should mention this as the purpose of visit.

Please advice how should I present this case on the TRV application, specially for my sister and what supporting documents should I attach as evidence that she will definitely return back with my parents after the planned visit.

That is what exactly what I want help with. How can I minimize the chances of her TRV rejection and what is the best way to present it to the visa officer.

You can only do so much. You can show that she is enrolled in school and that she is on a scheduled summer break during that time. Sounds like the majority of your family will be coming to Canada or have TRVs so she has very little ties to Pakistan. Does she have previously travel history to Australia, US, UK, etc.?

yes you are right. She is just 19 and have never been out of her country.
We do not have ties in terms of proeprty and mom is a government doctor. If entire family is visiting and my mom is going to leave Canada due to her government job so may be this can satisfy the visa officer that my sister can return back as well.

Not sure sure why your mother having to return for her job a bit earlier influences whether your sister will return.
