If you are a citizen of the Philippines you won’t be able to get a TRV after a 10 year overstay although you can try. You’ll have to wait until you receive your PR through sponsorship so it will. Mean an approximately 1 year separation after you apply. No you are currently residing in the Philippines since you will remain there during your application.

Why do I have to wait for one year to apply for spousal Outland application ?

canuck78 did not say you have to wait a year.
What she means is that the application will take approximately a year. Your chance of coming back to Canada without PR approval is slim so you may need to be away from Canada while the application is processed, again which takes about a year.

My canadiandaughter is with me and need to go back for further Atomistic assessment as well he attends school in Canada .and I need come back here as no one will take care of my mom.

Your Canadian child can return. You have virtually zero chance of being approved for a TRV to return and will need to wait for PR.
