Applying from a different province than the one I landed in

I intend to relocate to another province. I haven't applied yet, but I heard this would cause a delay in my citizenship application because my immigration file would have to be transferred from the province I landed in three years ago to the other province. Is this real? I got the PR as a provincial nominee but I don't think they'd mind after 3 years.

There is no immigration file 'held' by another province*, and hence no transfer. If you've been a PR for three years now, there is no issue whatsoever and you can move without any notification of IRCC. The only formalities are basically just your civil matters, taxes, identification like driver's license, health card.

*Quebec obviously had / would have had a file but for their own uses, and once 'landed', not relevant for almost all purposes. Other provinces would of course have had some kind of file for the approval, but that's where their involvement ends (for all immigration purposes I'm aware of - they may follow for some program specific usesfor reporting to their own provincial govt / auditor).
