Following are IRCC's reply on Twitter:
1/4 Hi. We looked into your question some more and we can now confirm that your parents can be in or outside Canada when they apply for a super visa. Sorry about the confusion. Note: super visa applications are not processed in Canada

3/4 they receive a letter notifying them that they need to give biometrics, then they will have to leave Canada to do this. They should not travel to the U.S. if they’re only going to give biometrics. The U.S. border officials may not let them enter the country.

Hi! In regards to this question. If one had biometrics done, can the applicant continue her application (medical & others) done within Canada? She currently holds a visitor visa.

Thanks for your response, I agree with you about the X quote as well. I also had the same understanding (be outside Canada when you submit your application for a super visa) until yesterday when I was checking for the extension where it was showing the below option, then started looking at this.

3) Super Visa (in Canada)
(You may be eligible to extend your stay in Canada using a parent and grandparent super visa)

I would expect IRCC should already know based on the questions whether someone is eligible or not, and show the correct option(s) accordingly.

Check in this thread. I think I saw some one mentioned he was able to do by by adding an explanation letter.
