A friend is applying for a Canadian visitor visa from the UK. The person has a UK study permit expiring in about 3 months. I would like to know if someone in a similar was able to get a visitor visa. Does it make sense to apply for the visa now or wait till the UK permit is extended by 2 years?

Wait for uk permit extension. There will be concern that your friend wants to remain in Canada if their UK visa is about to expire. Their temporary status in the UK could still be an issue but only having 3 months left will be a much bigger issue
