I am Canadaian Permanent Resident.
My sister resides in California, USA and she has a USA Green Card.

My parents (both senior citizens above 60 years of age) already have a USA tourist visa.

My questions:
1. Can my parents apply for a Canadian Visitor visa once they land in California?

2. If yes, Will they get a multiple entry visa for the 10 year term?

It's better for your parents to apply while they are still in their country of residence, not after they land in the US. While it's not prohibited, they prefer the process to be done wherever there is legal residence status.

You or your sister can apply for them online on their behalf.

The validity of their Canadian visas will not exceed the validity date of their passports, and the officer will determine if they will be issued a single-entry or multiple-entry visa based on their application.

and of course the US restricts visitors to 90 days at a time so even applying from the US might take longer than the time they are permitted to stay in US as visitors.

In the OP's parents' case, since they already have tourist (B2) visas, they can be authorized to stay in the US for up to 6 months.
