Apply for work permit at the aiport

I have a visitor visa currently, I have a job offer for the mobility Francophone program( LMIA exempt). Can I travel with my TRV to apply for the work permit directly at the airport without sending the application online first?

Even if I have a TRV I cannot apply for a work permit in the aiport? Canadian visa is required for my country but I have a visa.
Again, it is not possible for you to apply for a work permit at the border. Since you require a TRV to enter Canada you must apply online from outside of Canada. Do not travel to Canada without first getting your work permit approved from outside of Canada.

Only those who are eligible to travel to Canada on an eTA are eligible to apply for a work permit on arrival at the airport.

You can however it is better to apply from your home country. There is a higher chance of approval if you apply from your home country.

If you decide to travel on the TRV and apply from within Canada, make sure you are traveling on a return flight ticket.

One of the common refusal reasons can be lack of ties to your home country. If you are already in Canada at the time you apply, this weakens your ties.
