You gotta wait for the result of visitor visa , she is under implied status .
(You could send the work permit application with the proof that she already applied for vistor visa when she was under restoration period ) she should consult an immigration consultant for the best advice asap as the time is of the essence here , given her visitor visa was applied when she had the PNP in process(she had a chance of approval ) but now she has no grounds for that anymore so her visitor visa may be denied and then it will be a very difficult situation , good luck , hope everything gets sorted out .
