apply for express entry from Quebec

I am living and working in Montreal, can I apply for express entry program?

You have to convince CIC that you will move out of Quebec. If you want to stay in Montreal you should apply for a PR with the province of Quebec since they handle their own immigration. They will not even mail your PR card to a Quebec address.
