apply cic or vac ?

what is better to apply ,,,, online by cic ? or vac by hand ?

which one of them is faster ?

in cic they didn't mention anything about the medical check up ... i know that it is necessary but then the cic or vac will ask me to do it ? will VAC accept my application without the medical check up in beginning and then give it to them ?

They both will ask for it , I am not sure about the vac process ,but when you apply online if there is no option to submit the medical exams ,they will probably ask you after few days of your file submission. Online process is quite easy and both of them have about the same visa time processing. It's up to you to choose.
