Apply CEC after leaving Canada 1.5 years

Hello
I left Canada in june 2013. I have full 1 year of work experience in past 3 years. Am I still eligible to apply under CEC ?. I have heard that you have to apply within one year but didnt find any proof of that. At CIC site there is no mention that one has to apply within one year. It clearly states that 1 year working in last 3 years. Please advise. Can I get some conformation on this.

"have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply"

Apply ASAP ...before jan ...you never know what changes are coming

That WAS a rule, it has changed. Current rule is 1 year in the past 3 - apply!
