Otherwise, while some reports have indicated that on occasion IRCC (well CIC at the time) has urgently processed a PR card application for someone in secondary review, most reports indicate that such PRs do not get urgent processing. Obviously, if IRCC has an issue to address, it will not summarily issue a new PR card without going through its process of assessing that issue . . . that is, IRCC is more likely to continue with the secondary review process.
There is no statutory entitlement to urgent processing. It is an accommodation IRCC will make for some PRs if IRCC perceives it is clearly warranted.
Thank you Depenabill for your detailed response. I really appreciate it. Just to shed dome lights on that issue. I called CIC once and I informed them that I need to travel out of country and you guys had my application for more than 9 months they mentioned that I can request PR travel Document! I informed them that, I'm secondary review and where I'm travelling Canadain embassy was closed couple of times due to political situation in this country and I don't trust Canadian embassy abroad to process my request within 3 weeks as this is only my vacation from my professional job!!. They responded back by this email
Urgent - Existing permanent resident - Permanent resident card application entered in the system
If your situation is urgent, you can ask for your application to be processed urgently. To qualify for urgent processing, you must be:
Travelling in the next three months, and
Returning to Canada on a commercial vehicle, like an airplane, train, boat or bus.
If you qualify and your application for a Permanent Resident Card (PR Card) is entered in the system, you must fill out the case specific webform available on our website and follow the instructions provided on it for urgent processing.
You can expect a response within 2 business days only if we receive all of the necessary information, including a valid email address.
There is no guarantee that the card will be ready before your departure, but we will make all necessary efforts to speed up the processing of your application.
If the card is not ready before your departure, you will have to apply for a Travel document (permanent resident abroad) at a Canadian Visa Office located outside Canada before returning to the country. The application is available on our website. Please note that the travel document is normally valid for one entry.
