Applied for Urgent process under secondary review

Hi all,
I applied for an urgent process under secondary review. I sent my application in May 2015 Secondary review in Sept 2015 nothing since then! I booked my flight tickets it will be in July and applied to urgent process throw specific case webform 5 days ago. I didn't get any response yet!

1- Is there any fees for that as I didn't get any fees request online when I was trying to fill in that form.
2- Are not they required to respond for that WITHIN 2 BUSINESS DAYS? I PAID 6000$ FOR MY FAMILY TICKETS to travel back home.

Please respond with your opinions and inputs.

As long as you have been living in Canada in the meantime, and can prove compliance with the PR Residency Obligation, and are not otherwise inadmissible, you can travel without a PR card. It will be inconvenient to obtain a PR Travel Document for the return flight to Canada, but it is basically your choice whether to not travel or to travel with the inconvenience of obtaining a PR TD while abroad.

Otherwise, while some reports have indicated that on occasion IRCC (well CIC at the time) has urgently processed a PR card application for someone in secondary review, most reports indicate that such PRs do not get urgent processing. Obviously, if IRCC has an issue to address, it will not summarily issue a new PR card without going through its process of assessing that issue . . . that is, IRCC is more likely to continue with the secondary review process.

There is no statutory entitlement to urgent processing. It is an accommodation IRCC will make for some PRs if IRCC perceives it is clearly warranted.

Thank you Depenabill for your detailed response. I really appreciate it. Just to shed dome lights on that issue. I called CIC once and I informed them that I need to travel out of country and you guys had my application for more than 9 months they mentioned that I can request PR travel Document! I informed them that, I'm secondary review and where I'm travelling Canadain embassy was closed couple of times due to political situation in this country and I don't trust Canadian embassy abroad to process my request within 3 weeks as this is only my vacation from my professional job!!. They responded back by this email


Urgent - Existing permanent resident - Permanent resident card application entered in the system

If your situation is urgent, you can ask for your application to be processed urgently. To qualify for urgent processing, you must be:

Travelling in the next three months, and
Returning to Canada on a commercial vehicle, like an airplane, train, boat or bus.
If you qualify and your application for a Permanent Resident Card (PR Card) is entered in the system, you must fill out the case specific webform available on our website and follow the instructions provided on it for urgent processing.

You can expect a response within 2 business days only if we receive all of the necessary information, including a valid email address.

There is no guarantee that the card will be ready before your departure, but we will make all necessary efforts to speed up the processing of your application.

If the card is not ready before your departure, you will have to apply for a Travel document (permanent resident abroad) at a Canadian Visa Office located outside Canada before returning to the country. The application is available on our website. Please note that the travel document is normally valid for one entry.

So they mentioned that they will respond within 2 business days. It's been a week now since I submitted the case specific webform inquiry. So where in CIC web site it says that if you are under secondary review, you can't apply for urgent processing.

CIC is now IRCC.

I am not aware that there is anything which prohibits applying for urgent processing just because a PR card replacement application is pending and in secondary review.

But of course whether IRCC actually will process the application on an urgent basis is (1) discretionary, (2) subject to IRCC's assessment of the particular PR, and (3) is not governed by any time line limits. A PR is not entitled to urgent processing. IRCC can elect to provide urgent processing as an accommodation to some applicants, so long as IRCC does not perceive any concerns about issuing a new PR card.

As I noted in my previous post, the odds of getting urgent processing for an application already in secondary review are not good. Frankly, this is for obvious reasons: IRCC has identified a need to conduct a more in-depth review, and thus is not likely to forego that in order to accommodate a PR's need to travel abroad.

IRCC has no control over where a PR travels abroad, and virtually no control over the political situation in other countries. If a PR chooses to travel to such destinations, obviously that is the PR's choice. And obviously, some destinations pose all sorts of risks that most others do not.

If obtaining a PR TD in a particular country is problematic, the PR might pursue the possibility of traveling via a third country for the home trip, planning a stop in the third country long enough to go through the process of obtaining a PR TD while there for the purpose of completing the trip back to Canada.

IRCC's information about time lines is rarely, if ever, about a time limit. It is more or less a rough guide based on how long it generally takes. How long any process takes for any one individual is always subject to variables. In other words, there is no fixed time line, no guarantees.

Of course among the biggest factors influencing how IRCC will approach a PR is the PR's history, relative to admissibility generally and relative to compliance with the PR Residency Obligation in particular. That is, the extent to which IRCC perceives potential issues will influence how it processes the PR card application, whether a routine application, an application referred for secondary review, or an application for which urgent processing has been requested.

With all due respect to you sir IRCC gave lots of applicants secondary review for NO REASON WHATSOEVER. They don't have any credibility. I'm sure the application I sent them was inclusive to any doubt that I have been in this country for almost 2.7 years at the time I applied for renwal. If 5th grade kids reviewed my application, he will have no doubt for a second that I have been in the country for 2.7 yeras. The fact that, they day they opened my file is the day they issued secondary review tells it all that they didn't even go over my documents........

Again they said we will respond to you in 2 business days! that's what they said not me not you!

ACTUALLY, I believe that they are sending applications to secondary review in random, something like from every 4 applications to be processed, send the fourth one to secondary review no matter his/her application is conclusive. So in this way they do random checks on applicants and same time they reduce the processing times on the system as if they are efficient.

I know persons who didn't submit fundamental required information like al the passports they held in the last 5 years and their application went smoothly in just 10 days.
