Applied for PR card, missing previous unexpired passports..

Hello,

I applied for my first PR card recently. However, I had no passport from 2010 to 2015 (my last passport expired years and years ago, it was one I got when I was a very young child). I have a new passport and I sent them each page of that one, though I got that passport this year.

They sent me a letter asking for more information. They want my passport from 2010 to 2015 (with travel documents from those countries). So, I don't have any travel documents and I don't have a passport from 2010 to 2015.

I have not left the country for many many years and I definitely have fulfilled the obligations.

What am I supposed to do?

Also, does anyone know if I will be able to obtain my PR card by late December?

P.S., the reason for taking so long to get my PR card and having no passport is not because of me. My parents never got around to it since I never traveled anyway and they were busy.

Write CIC a detailed letter about your situation. Include proof that you were in fact in the country (i.e. doctor reports, school records, etc).

Nobody can affirm whether you will for sure have your card by late December, but provided that you are able to demonstrate CIC you meet the residency obligation I don't see why you wouldn't.

I can print things off from my college's website that has my name and dates and all, but they aren't official school transcripts. I was only in college from 2014-15.

What I have so far are:
Report cards from 2011
Report cards from 2013
Drivers license papers from 2014
Record of employment from 2014

School transcripts (unofficial transcripts are acceptable), doctor records (not required, but helps if you have them; if you don't, it takes about a month to receive from the province, it may be too much of a wait since you already applied and CIC is waiting for your response), work records (T4, proof of employment, etc), NOA if you have it, lease/rental papers... If you cannot provide some of the information, include a letter of explanation.

I didn't work for the first few years that I was in Canada, so I included an explanation of why I didn't have a NOA yet and sent T4s and ROEs instead, as well as a letter from HR of the company employing me at the time stating that I had been employed with them, as well as starting date, wage, etc. I also lacked lease papers for a number of years, so I also included an explanation of why was that (I was living with a family member — my ex husband — and he owned the property, it wasn't a rental).

If possible, include a letter from your parents stating that they didn't apply for a passport for you during that period of time. Stress that what you provided is, in fact, all you have.

Were you in high school before that? Submit proof of that.

I submitted mostly unofficial college transcripts when requesting a renewal of my PR Card. There was no problem at all.

I do not have doctor records. I didn't work before 2013, either. I don't have any T4s or tax forms from before 2014 since I was under 18. I don't have NOA, or lease/rental papers - however I'm sure my parents would have documents about the house. Would any of that be useful? We don't rent, though, it's on mortgage.

I found interim reports/student reports (not report cards; they seem unofficial but they are given by the school and have my name and the date on them, as well as the student number. They're similar to report cards but more specific, as in for certain classes or areas) from early and late 2010. I also have records from an eye doctor for 2010 and 2011.

I still don't have anything for 2012. Basically, I don't have anything from grade 10, which was Sept. 2011 - June 2012. However, I have report cards for June 2013, which could tell them that I was at school in Sept. 2012.

I will include a letter from my parents.

While one needs only 2 out of 5 years to meet RO I'd bet on being on the safe side, especially since you're missing out on something as major. The more relevant documentation one sends the better, this way there shouldn't be any doubts. Because of that, I'd cover the most I could (even if report cards/transcripts are unofficial; I know that unofficial college transcripts are acceptable), and include explanations.
