"Visa office eligibility review complete" = immediately (in case of refusal for not being eligible under any one of the 3 categories according to the visa office eligibility review) - in this case the applicant will be eligible for the 550$ refund, and that is why they use this sentence to distinguish between refused applications that are eligible to the refund of 550$ and the other refusal after it shows "In Process", which does not give refund for the refused applicant at this stage.
3."In Process" = No refund if there is a refusal when the e-case shows this word. the time taken in this case varies individually depending on each case. under this link, they update the medicals receipt by adding the sentence "medical results have been received" which means 99% that the application is approved, if not, they never add it even if the results are ok and they received them.
4. "Decision made" = in case of refusal or approval after the e-case status reads "In Process", if it was before the PR it means refusal, after the passport request and submission, means approval (except in New Delhi office because they ask for the passport, medicals, and RPRF all together even before they know whether the medical results are ok or not, but in Buffalo they never ask for the passport unless, they are going to grant the visa).
If (2) is immidiate, does it mean that you would probably not see it in case of positive review?
