Delays caused by Priority Processing in response to Typhoon Ketsana affecting the Philippines:

Because the instruction says bring cases affected by the Typhoon to the front of the queue, it doesn't matter where your file is. If you can demonstrate that you have been affected by the Typhoon, your file will be brought to the front of the queue. My guess is, there must be some cases in Buffalo who are some how affected by the Typhoon (applicant is in US / Canada but family in Philippines) and therefore their cases will be brought to the front of the queue. This will case some delay for us.

A similar instruction was given for applicants from Iran as a result of the political unrest there during their elections. That would have delayed our application to begin with.
My view is, as all of these prioritization has to be taken into consideration at all visa offices, and there is no extra resource for such prioritization, surely it will add some processing time to all the other applications in each visa office that is not getting the priority treatment. I am not saying that it will add months to the processing time, but at least weeks.
File Transferring to other Visa Offices:
According to my reading of the Operation Bulletins, here is the process in Buffalo (or any other visa office for that matter):
1. Buffalo receives the full application
2. Buffalo assigns a file number and updates the system / client
3. File goes through eligibility review
4. Eligible files await processing by visa officer
We are stuck at step 1, and have not proceeded to step 2.
Here's my theory on why that is:
In recent months, Buffalo has been completing up to step 3 before transferring files to other visa office, say New York. Then, New York starts from step 1 again. This adds processing time. So, I think that is why Buffalo is not proceeding to step 2 for the new files (like ours) since they know its going to be a waste of time if New York is going to redo all that work anyway.
So, may be, they have decided to put a hold on all new files (not proceeding to step 2) until they know if it will be transferred to another visa office or processed in Buffalo.
If the file gets transferred to New York (just as an example), New York will start from step 1 again.
If the file remains in Buffalo, they will proceed to step 2 when they are ready to process it.
To me it makes sense from a logistical point of view. Please be advised that all of this is just speculation on my part. Feel free to comment.
