Sorry to know about u. But as of Sep 20, 2011, no. of applications recieved under 3131 by CIO was 202 only. You applied in 2nd Sep, then how come ur application didn't fall within the cap? Its really shocking. Anyway, wish u all the best for next year......

You'll have to go through a few options until they route you to CIC (press '1' for english etc etc).

Once you get through (wait time for me was 10 mins, I called at 5:30 PM from Canada) you can ask the person on the other end what the status of your application is. They asked me for my Client ID number (which I had from a previous work permit), but if you don't have one, you can supply other details that they can use to verify your identity.
