I would advise your friend to improve his IELTS score. Case officers has right to reject applicants though he/she meets pass mark(67)
• communicate their concerns to the applicant and provide
• obtain written concurrence from a designated officer.

Thanks again Dr.Hasib, Improving IELTS is given but time limitation is the problem, I even thought that low English score will reduce the chance to get PER even if total is 67 or more but this was only thinking, You gave the full explaination

i m going to re apply after my application has been returned due to incomplete documents,although the whole packet of documents lost in post and i haven't get it yet,after a long time i have decided to re apply.i have a question regarding bank statement (financial proof) that ,,i have just opened a new account and have enough funds in it,,can i send this account with my initial application to CIC??

Thanks for your kind wish and greetings.
Although London VO seems a little slow and not consistent in dealing with “first receive first process” basis, I wish your application process will go on smoothly God willing (insA).
By the way, thanks again for your input regarding CIIP. I registered and I received a reply from China CIIP office. They asked me to send scanned copy of my MR. My wife and I, both sent. I am not sure what service we can get from them on online session. Probably some useful sites and stuff like that. Hope it will help.Let's see.
