Your timeline shows that you are a pre June 26 applicant. As per that you should have received your 1st AOR (from CIO) long time back. And yes this email is from N/Delhi (Visa Office), so the 2nd AOR ... (CONGRATS) ........ Please get into April 2010 thread (or any pre June 26) and clarify your doubts.....

Applications received on 28th and 29th October were returned because the NOC cap for 1122 was full. Regrettably no amount of "faith" will allow your application to travel back in time 4 weeks or so to make it into the cap.

I really thought that they changed the 3 months requirement since many VOs take forever to get in touch with the applicants. Its a waste of money having to get PCCs every now and then while waiting to hear from the visa office. I got mine in August and at the time I applied in October the checklist for Buffalo clearly stated that I should not include my PCCs with my initial application to CIO. My understanding/belief is that the PCC need to be less than 3 months old on the date your application is received at CIO, but are actually valid for 12 months.
