The "specialist" was a CIC visa officer from VO Paris.

Yes, She made it sound real easy but I guess I'll have to check it a little more for the TWP. Also, it would be an additional 1000 CAD for my family...

Hi CalVdS:

Thanks for the information. I realize you are FSW2, but during the meeting, did you happen to hear or get a feel for how long the specialist thought the process would take for FSW1 applicants?

Thanks,
Cam

Hi mchowdhury,

My utmost sympathies for this most frustrating and unnecessary delay. IMO if CIC wanted to insist on general IELTS for all >J26 applicants then they should have made this rule very clear from the outset.

It is highly immoral and unfair to introduce a rule after several weeks worth of applicants had applied, and then 7 months later decide to stealth-backdate it to those earlier applicants. Their wording says that applicants will be assessed based on the rules at the time the application was received, they should stick to what they say!

Wayne.
I completely agree with Wayne and take it one step further! Could Mchowdhury write an error-free, respectful letter stating his understanding that an application was supposed to be assessed against rules in effect at the time of receipt? Included would be documentation proving General IELTS was NOT imperative at the time of receipt as well as the date he applied. Couldn't he be excused from the request to provide another IELTS result at this time? Just a suggestion.

Dear Mayank, Indira, Wayne and Pippin,

Thanks a lot for your kind words!

I am actually most frustated to find out that they actually had my file held up at CIO even 3 months after PER, why wud they not send it out to VO by this time, and if not, what took them 3 more months to re-assess my file?
about the suggestion of Pippin, I dont think writing a letter to explain would have any effect, coz I've seen another forum member (Harjot, who also applied before the rules for General IELTS came out) sending out his query about retaking IELTS and I havent seen him receiving a reply till date. They change the rules so frequently that they themselves lose track!

I guess I can now only hope they would not take 4 more months to do my ER again after they get my IELTS scores, and above all -I hope the rules dont change again by this time!

Thanks again!

I have just received an email asking me to do General IELTS within 120 days and that my file is still being held at CIO, as opposed to be sent to the VO as indicated in PER 3 months back. While I'm grateful to be given a chance to send additional info/doc, at the same time I am really heart broken to see it took 7 months in total just to tell me this.

Since I applied by myself, I had gone through the OP6 thoroughly before applying and this requirement for 'General IELTS only' was not there until 2-3 weeks after I had send out my application in July. I wish I had not applied so early after the rules changed, rather it was better to have waited 1-2 months more so that they had stabilized themselves with changing rules. Feeling very dissapointed of all these months of wait & hopefulness after getting PER -why would it take 3 months after sending PER to realise this, why coiuldnt they tell this a little earlier? Theres no IELTS date open before March, which means I cant sent it out before end of March. So now I am as good as sending an application in April 2011. I am thankful to be given a chance, but cant help this feeling of being heart broken to be send right at the back of the queue...while I dreamed of landing this year, now it seems my file will hardly reach VO this year :(
sorry if I have spoiled your moods, but feeling really sad
Dear mchoudhury,
you must know that besides OP 6, CIC also have an Instruction guide EG7. i can ensure you that in June 26, 2010 CIC updated their instruction guide where it was clearly stated that only General training IELTS will be accpted.
If you check the current rules about IELTS, you will find that IELTS is valid for 2 years though it was 1 year when we sent our application. This change took place in 23 rd Dec, 2010. You can get this on EG7 pdf guidebook and on the following link
http://www.cic.gc.ca/english/immigrate/index.asp
Important thing is, CIC didn't update this on OP 6 manual just like before. latest document checklist was updated before 23 dec,2010 and still shows validity of IELTS is 1 year(though actually it is 2 years)
CIC doesn't update their all links/manuals/booklets/forms at a time and this is what confuse us.

regards,
Dr.Hasib
