However, take it positively and sit for GT IELTS ASAP.

As far as i know, above email address is the contact address of CIO not ND VO.
How come you get a reply from ND VO when you actually emailed CIO :-\
I beleive you havn't got your PER yet and the reply email you got must be some kind of mistake

The above reply email is very much confusing. let me point out some statements mentioned in your email which i believe could not be applicable for post june-2010 applicants:
1.The CIO recommended your application for further assessment at a visa office and sent you a letter requesting that you submit a complete application package to this office :
Fact is none have been requested to submit complete application package to VO in their PER
2.Before your application can be placed in processing, our office will make a final determination as to whether or not you are eligible for processing :
Fact is CIO actually did this eligibility review for post june-2010 applicants

So, as per my understanding it's some kind of mistake made by ND VO. They are renowned for making this type of mistake so it will be wise if you contact CIO regarding your PER ASAP.

Interesting point is Mani5553 is not even confirmed that he got his PER. He is guessing that PER containing email appeared on his junk folder which he never checked and eventually got deleted automatically after 7 days.

some thoughts on the ongoing General IELTS requirement thing -

I went through the updated OP6 - from the 2nd page onwards, it lists the updates they have done to this documents from time to time. It seems,
On April 01, 2010: they updated that both Academic & general IELTS will now be accepted.
On July 26, 2010: they updated that results of IELTS must not be more than 1 year old and and that only General IELTS (for erading & writing) will be accepted.
On August 04, 2010: they updated that any other written evidence of language proficiency will not be accepted for applicantions submitted on or after June 26, 2010 (that is, applicants must provide results of an approved test)

So, do we consider that applicants before July 26, 2010 (pls note, not June 26) can provide Academic as well as General and those submitting afterwards should only provide general IELTS?
