Unless your PER have a different content, that sentence is not typical of the ones sent to others.The CIO recommended your application for further assessment at a visa office and sent you a letter requesting that you submit a complete application package to this office. We have now received your submission.

I was hybernating in posting and was just browsing until I saw this. I was so shocked coz I knew you had your PER already, I know your frustrated and probably having some mixed emotions. Unlike in our case when we received this, was more of a positive thing. Last year I asked my consultant if I will take the GT in case my papers are returned because of IELTS, and they told me to just wait. If I just followed the advise of one of the member here to book a GT exam last year then I would just be sitting now and wait for my PER again. Anyway, its not yet over, were still in the race and was put on PIT STOP. I think the feb 12 and 17 dates are still open, so book right away. That means the VO will re-do the eligibility review from scratch, regardless of CIO decision. Mani, as per my understanding after reading the letter you were not yet issued a PER. In your case VO will have final word on eligibility.

I have been checking my inbox regularly, but haven't not been able to trace any email from CIO. I guess the email got directed to junk mail folder and got automatically deleted after a week (I have a rediffmail email account). I have gone through some posts in this forum and found that the CIO PER email could land into junk mail folder. I am not sure if I actually received the PER email but going by the above email from the Immigration Section, New Delhi, I guess I received the email from CIO and it went to junk folder, which later got deleted automtically ???
How can I retreive that email ?? Would the CIO entertain my request of resending my PER email??
Please advise ???

See that you had mentioned that the email received was a “forwarded email”; which I suppose was from your consultant. Could you let us know the date mentioned in the email from CIO?
While we can only speculate on how the second review was initiated – whether from a stockpile of applications already with PER, or was retrieved from the VO, or from information in a database which they have already input the data on the type of IELTS submitted – that bit of information would give us some sort of marker on the worse come scenario of how it had occurred. Of course, I am hoping, even though I find it quite odd not to accept the tougher Academic IELTS, that it was initiated through the information from their database.
