It only makes sense, the rule is silly anyway. If you took the IELTS exam 2 years go and had a band score of 8, it is not as if you are going to get a 5 if you take it now... you don't forget your English for crying out loud!
On the other hand, if someone has taken the IELTS a few years ago and did not do well, and have studied English for sometime, they might voluntarily want to take the test again to show a better score.
I'm telling you some of these rules make no sense, like the one for PCCs. For example, my wife lived in England in the early nineties, for two years... Why should her PCC from England not be older than one year? :
