As they have updated the caps at the end of working hours of Nov 4 & also on twitter , it could be concluded that caps information is for the end of Nov 4 or at least Nov 3. It seems they count applications on daily basis as it was mentioned to write NOC code on the envelope, so easily can be counted.

Wow, that is one hell of a problem. Here is the thing, he has to show through documents that he if the father of the 3 children and without any marriage certificate this will be hard. Do the birth certificates of the children say he is the father? If yes, that could be enough... If not, the only other thing I can think of is a documented genetic test, confirming he is the father of the 3 children.

Hi Seatac:

I was actually looking into this subject yesterday and believe there has been a mistake in the guidelines, one that we may have to point out to the Minister's office.

Pre June 26, the instruction guidelines were quite clear. The PCCs were valid for one year, and they could not be older than 3 months when your application is first submitted to CIO.

Post June 26, the guidelines say, don't give your PCC to CIO, but to VO when asked. The PCC is valid for one year, but it cannot be older than 3 months when submitted to VO. In my opinion it should say, can't be older than 3 months when your application is first received by CIO, as before.

It is impossible for some of us to time PCCs to be less than 3 months old because we have no idea when our application will be sent to VO. And once we find out, some of us, like me in the US will have to wait 2 to 4 months for a new one.

If the new procedures, post June 26, were put into effect to eliminate the 120 wait period, among other things, then the wording of the PCC requirement is going to create a new delay with many applications. I, like many others, have followed the instructions, applied and received my PCC already. PCCs that will probably be invalid under the new guidlines. In my opinion we better point this out to immigration authorities.

Hello everyone,

I've been reading this forum since it was only on page 10 and I can say this is very informative. I applied under NOC 3152, under consultancy, mode of payment is BD, and my application was finally sent on november 2. However, as I was tracking the status of my documents thru the courier's website, I noticed that the "Destination Service Area" is Halifax, Nova Scotia, Canada and it is written there that it is scheduled for delivery as agreed. So maybe it will be received later this day. As to my knowledge and aslo according to the experts' here in this forum, the documents should be sent to Sydney, Nova Scotia. I tried to search for halifax in the google map and I found that Halifax and Sydney are two different places. And now I am starting to worry. Could it be that applications pass through halifax first (as destination service area) before it is finally forwarded to Sydney? Or my application was sent to the wrong address? (hopefully not). Please, I need someone to enlighten me. I hope to hear your comments guys. Thank you very much.

Don't worry. It happened with me too. Your parcel will reach Sydney in 24 hours at most.

1122 has reached 1000 cap already. Just checked the link. It seems much more reasonable now to think that this 1000 is the one who had the completeness check only; not the eligibility review.

Would it be possible to identify which applications have been LOST in the spreadsheet? It would build a convincing picture for CIO. Using two of our members as examples (sorry you two): doc manu Rtnd Sep2(BC missing) LOST; Noolan Rcvd CIO LOST; I can collect more details if this is workable. Please let me know.

I think to be fair to CIC, Canada Post could be as much to blame as them, if not entirely to blame.

Doc manu's application reached CIC by courier, but CIC then returned the application by standard Canada post, and from there it disappeared into the void.

In the letter I helped to draft (I am unsure if we've sent this yet?) I suggested that part of the application process could include a returns fee. This fee would cover the cost of a professional courier to return your application if you are unsuccessful.

So basically
1) If your application is returned, the returns fee is maintained
2) If your application is eventually successful, then CIC refund this returns fee to you (although of course they keep the processing fee).

I think most people would pay $50 (a small amount compared with the rest of the application) to know that if their application was unsuccessful (could be for a tiny, rectifyable thing) that it would be returned to them safely instead of being lost in the seemingly infinite void of Canada Post....
