As I understand it, both CIC and VO do eligibility reviews. I imagine VO will do their eligibility checks in line with the background checks, so the process is:

1) CIC completeness check
2) CIC cash CC/BD
3) CIC eligibility review
4) CIC send AOR and send app to VO
5) VO 2nd eligibility review and background checks
6) VO request medicals
7) VO make request passports
8) VO make final decision
9) VO issue visa

So 5) is the last place you are likely to fail unless you fail your medicals (vast majority of people pass the medicals).

I think the application counts towards the 1000 NOC/20000 total caps after 3) above.

Yes ofc I forgot about the PCC. We sent ours with our application, send London VO did not amend their checklist to exclude it until after we mailed our application, and we thought we'd better be safe than sorry.

For BD tracking some banks in India are quite reluctant in disclosing such information (no reason explained) but if you insist, they will surely give you the information. Just simply visit (I suggest personally) your bank's foreign exchange office and meet the concerned officer there. I believe you would have got your BD from HDFC foreign exchange only. I visited my bank's foreign exchange branch and carried a copy of BD. This nice lady-at-desk first told me it's not allowed and stuff.. but I candidly told her that I need to check if my immigration processing has started and checking the BD status is the only way I can find out. Then she called someone in bank's Mumbai (Forex) branch and they told her that the BD got encashed on Oct 7th. Later she also confirmed it from her system that the bank's account has been debited. Just wondering... many applicants got their BD encashed in as early as 8 days from application date and some are taking upto a month. what can be the reason? Mine got encashed in 13 days.

I heard from my friend's agent that AOR usually issues about 10 weeks after encashment. since the first encashment was sep 07, so I think first AOR will be issued after 21 november.

It's more like 6 weeks looking at the June applicants' timelines:

Scotiabank indicated today that my BD had been charged on 19 september...what a relief 8)!!
wish AORs start within the next 2 weeks for all of us, best wishes.
