ok - first of all - congratulation!!! Secondly - how is that possible that you've just got it??? It's the middle of the night in Nova Scotia...Are they working all day long or something???

What I conclude from here, is that this is filled by CIO and not VO. I think this is the case for everyone who received his PER.

One of my friend submitted her file in the month of march -2010. She got her file and resubmitted her file to delhi.

NOc is 1111. She hasnt received any inquiaryfor CHC.

How much time will it take to clear her file ? Its almsot more than 6.5 months.

PER is Positive Eligibility Review by CIO, Sydney. This is not an official term, and has originated in this forum :). In short, when an application has PER, it means the application has passed the completeness check, Minimal requirements for an FSW, and an eligibility review(67 points, POF etc.,).

the status of in process being shown e-cas means what ?does it mean like a soon coming PER for those who have not yet received their PERs? or every one who has sent documents to CIO would see this status in E-CAS?

I'm unsure when your application reached the CIO, but if it was before Sept 15th 2010, and you have not heard form them, you can email them and ask for the status of the application. They are likely to respond with your file number. Alternatively, you can call them to get your file number, which you can use to check the ECAS status.
