I think your thinking is accord with Citizenship and Immigration Canada statement:
Between June 26, 2010, and June 30, 2011, a maximum of 20,000 complete Federal Skilled Worker applications will be considered for processing. Within the 20,000 cap, a maximum of 1,000 Federal Skilled Worker applications per eligible occupation will be considered for processing within this same time frame.(one year)

Almost all kidding aside, Wenstumped is not far from the realms of possibility. When the forum is slow (now?) you can do a google for TIN CAN ISLAND MAIL. The mail is lowered from ships into a small boat and taken back to Tin Can Island, Niuafo'ou,Tonga. The history goes a long way back, but presently their delivery guarantee is within 6 months and usually takes less than 3. Starting to sound like something CIO is doing?

HAHa! This photo is brilliant!
It has given me quite a laugh, so thank you because I need it at the moment.
I am actually getting very sad about the wait for PER. My husband and me are considering applying for PNP now because we are so concerned about how long a response from CIO is taking for us. We have been waiting patiently, but now that apps from early October are being given PER and we are from 7th September, time is moving on and we have nothing to show that it will come any time soon. We cannot get any news through the bank of our BD being cashed and we are becoming very demoralised.
As we are apart, the last 4 months have been very hard for us and we cannot bear the thought of being separated while we wait and wait and wait for news from CIO. PNP reckons it will be 5 months for the whole process to PR and we might not have to make a separate documentation submission, depending on how far the FSW application has gone.
Got to be a good bet for us, even though it will cost another £550, don't you think?

Queencougar: It is good to have a backup plan (the spare tire in the trunk as mentioned on this thread many pages back), but giving PLAN A a bit more time may be prudent. In your own mind is there even a shred of reason why you could think CIO won't approve your application? I like Canady's tag line and think it applies in many cases. "Many of life's failures are people who did not realize how close they were to success when they gave up"
Stay strong. It will happen.

Finally heard from CIO....I had taken Academic IELTS....now I need to do the General Module and send the original in 120 days!!! They are working....just working very very slowly....
This refers to your application for permanent residence to Canada which was received at this office on XX XXXX 2010
At the initial assessment of your application, we have determined that you have included an Academic IELTS test result with your application. However, only the General Training IELTS test results are acceptable for immigration to Canada. For additional information, please check our website at: http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp
In order to continue the assessment of your applications, you must submit the following document:
IELTS test original results – GENERAL TRAINING option (not Academic option)
You have 120 days from the date of this letter to submit an original “General Training” IELTS test result. Your application will be assessed based on the information submitted.
Failure to submit the General Training IELTS test result within the next 120 days may result in your application being refused.

Wow Punter, how LUCKY is that??? They are actually giving you a chance to provide the General IELTS instead of returning your whole application. Finally, sanity, or a semblance of it, prevails. Why they can't accept the Academic IETLS as well as General is another issue. Good luck and ace your test.

Thank you so much QueenCougar. Your information is really helpful and logical. Well, we have no other options than to wait for VO's reply.

FBI clearance from US takes 3 months and its valid 3 more months (according to new rule). So, I guess since I already applied for one, I will have my PCC valid for another 6 months, i.e until June 2011. Hopefully by then VO (Buffalo) will have something for us.

The old rules 120 day e-mail was a request that was made by the Visa Office when they were ready to process your file and that gave you 120 days maximum to submit all the docs required on the list.
This is now obsolete, as everyone sends everything at the start. The PCC only has this confusion because of the small window of time where CIO were telling applicants not to send it and their subsequent advice telling applicants to include it if they could but it was not essential. The widely held view is that this was to ensure that those whose countries are slow at providing Police certificates were not unfairly disadvantaged in the race to get in before the cap closed, which was very fair and kind, I think.
Nobody under the new rules is going to be rejected through being "timed out" on providing this document until the Visa Office has contacted them to ask for this document. They will then tell you how long you have got to submit it. Sending documents to the VO without being asked is inviting the possibility that it will be lost in the system.
Wait until they contact you to request it, then send it.
If your country is likely to be very slow to issue a police check, you will have to judge when to request it based on how long you think your country will take to get it to you. The police check must be no older than three months when the Visa Office receive it.
