I have read the EG7 guideline and found on page 37 below:

Completeness check:
Citizenship and Immigration Canada reviews your application to make sure that:
 all required fields in your application forms are complete,
 all required documents are submitted from both the CIO document checklist (IMM 5612), and visa-office-specific document checklist,
 the correct processing fee payment has been made.
If your application is:
 incomplete or;
 the occupation you are applying under has reached the allowable limit under category 1,
your entire package (including your payment) will be returned to you with a letter explaining why it is being returned.

Eligibility Review:
An officer will make a final determination of eligibility of your application to determine whether:
 your application qualifies for processing under one of the two categories described in the Ministerial Instructions

If your application does not qualify for processing under the Ministerial Instructions you will be sent a letter that:
 provides the reason why your application is not eligible for processing
 confirms that a refund for the processing fee will be issued

Selection and Admissibility:
If your application is eligible for processing, your application will be assessed against the following requirements:
 minimal requirements
 selection factors
 sufficient funds
 admissibility (criminality, security, medical)
 If your score is equal to or greater than the pass mark, your application will be sent to the visa office for further processing.

My dear friend,
You r right about this and once you got the PER your application is forwared to the VO and then VO will proceed the furtur process but we dont know that when will they start the processing the post june applicant.

Hi Seniors,

I have a query, I was preparing for the PR application under NOC 1233 , but as my employer under whom I have worked way back in 2004 was not in town, I was not able to get original reference letters till last week. Now I have got the reference letters and planning to apply for FSW by feb 2011.

Now my question is I have my PCC which dates back to August 30th 2010, and on requesting for a fresh PCC the authorities informed me that there should be at least a gap of 6 months between issuing fresh PCC for the same person, whereas as per the CIO instruction it says PCC should be not more than 3 months old. Can I send the same PCC with an explanation letter stating the fact.

Well this is unfortunately a grey area. The above does indeed indicate that the selection and admissability (adding up your points) is done at CIO. However, the bottom line of this indicates that they will do criminality / security and medicals before sending to visa office, and I am unsure how they can do this because visa office issue medicals.

If CIO are going to the trouble of doing a final eligibility review for processing then IMO it is logical and efficient for them to also add up your points to ensure you have 67.

Therefore I think it is highly likely that whoever gets PER will go straight to security/background check/medicals stage. But we can't really assume anything.

I believe CIO has gone through most of it before issuing PERs and thus they have calculated points. But they cannot have gone through the 'admissibility' part completely -because they will need Medicals to complete this part.

If an application fails the completeness check at CIO, the draft will not be cashed and they will return it with the application.

If an application fails the eligibility review at CIO, the draft will have already been cashed and they will send a letter saying they have initiated a refund. This usually takes several months to be sent.

If an application fails during processing at visa office, no money is refunded.

I guess for the people who have issue with claiming points for their courses you guys should get your degree assessed with you professions body in Canada...I got my ( didnt have). My 3rd Bachelors was considered equivalent to 2yrs Masters. I send the outcome when I returned my application to them...

I suggest you to send your PCC with an explanation letter. But be ready to get the fresh one after PER. If they consider your first PCC - no extra spending will be necessary. If they will consider it to be outdated, they will request the actual one as if it was never submitted.

Don't bother yourself too much about it now. Send your document as will gather everything else.

Note: Our Background Check comprises of 2 parts:
1. The Standard Documentation Checks,
2. The Security & Criminality Checks.


Standard Documentation Checks:
Our background check is done at the CHC stage. It commences the moment our file gets the 1st BFD by the VO. An indicator of which is the e-CAS that shows "In Progress". All docs been checked & our NOC being tallied against the MI, if the VO finds our case 'eligible' for Canadian PR, the file becomes 'Accepted'; and then it goes for standard background checks, viz. Exp, Quals, Adaptability, Qualitative Considerations etc.

The process involves many things. If our case file is well presented and the enclosures vouch the quality-quantity, adequate POF docs etc., there might not be a requirement of 'actually' calling the employers, references etc. The VOs have a way with that, they are experienced enough to ascertain the logical disposition of our case. But, if there are any concerns of his/her, s/he is likely to ask for additional docs, do further scrutiny vide any means [calling, visiting etc.] & might ask for an Interview.

-Culmination: When 'fully' satisfied, we get the 'Medical Request'.
-Timeframe: Can be anything around 3-8* months, for the 'fast track' system (Avg. 4-5 months).
-eCAS: Continues to Show 'In Process'.
*The older system has a queue, thus can be longer.

Security & Criminality Checks:
A part of the b/ground checks is the 'Security Check'. It commences after our med results are submitted to the CHC. This is a major activity -mainly concerning our 'safe inclusion' into the Canadian Soil; vis-a-vis, Political, Socio-Econmical, Anti-Social disposition, perceived Threat to Canada's integrity etc. This gets us the SDEC, CDEC & SECCRIM.

This is a serious & time-consuming stage, involving many agencies, including CSIS, Interpol, NASC, Database Checking & touch-base with Local Police. Many things are considered here... the No. of countries visited, Applicant coming from 'certain' countries, ex-Servicemen [including Law Enforcement services], Prolonged stay in a country w/out sufficient docs to prove cause, frequent traveling to certain nations, your *Name (?), Inter-Religion/Nationality Marriages etc.

If everything is simple & straight, the file soon gets into the 'final review' stage. If there are any 'red flags', our case goes into a 'spin'. Then our file might go to the local Police/CID agencies; the outcome/timeframe of which is beyond the control of CIC. And thereby the timeframe can be anything [sometimes beyond 1yr]. But, usually this stage should be over by 5 months max. However, a point to be noted is that we can also be called for an Interview [at this stage], due to this reason.

-Culmination: Only upon security clearance we receive the PPR.
-Timeframe: Around 2-6 months. Avg. 3 months. [With new system, sometimes PPR is clubbed with Meds]
-eCAS: Still 'In Process', but 'Med Results Recd.' inside.

*Yes, that's how a certain Mr. Sharukh Khan was detained for 4.5 hrs in an US port. He was a VIP, thus 4.5 hrs. For u & me -things could be different.

Docs > Issue of Med Request > 2nd BF'D >

Stage-3: Meds Sent > e-Cas: "Medical Results Recd." > Issue of PPR* > Send Passport/s > Security Check > Visa/s Stamped > e-Cas: "Decision Made" >
*The Meds & PPR are sometimes 'clubbed' together.

Stage-4: Return of 'Stamped' Passport/s+COPR > Landing at the POE > e-Cas: "Completed".
