Singapore have stopped issuing PCC to foreigners in October of 2010. So just before they stopped issuing them, i got one and kept it with me. So it was dated November 2010. I got my PCC request in March of 2011. So I submitted the Singapore PCC dated November 2010 with a cover letter stating that Singapore have stopped issuing PCC to foreigners from so and so date with a print out from their website and then gave a declaration that i have not visited Singapore since 2005.
They bought it as I have my Visa.
We had one more forum member who did the same - Danishmaroo. He is from Pakistan but living in UK and he submitted a old PCC similar to my case. In both these cases, the PCC was not for the country that the person is currently residing in. Just to highlight the main factor.
