I believe the File # is generated as soon as the application makes into the cap. The assessment that occurs at CIO is only for completeness and according to the mail "takemblues" has received , clearly states that the application is awaiting ASSESSMENT.

based on my knowledge they do a completeness check. then they charge the card/cash money order. then they put your file in a queue for an eligibility review. they call it "final eligibility review". people in this forum have failed to pass this eligibility review due to lack of points. so I believe CIO does more than check for needed papers .

I agree with you....Completeness and Eligibility Review at CIO which will determine eligibility (67 points) and completeness ( if incomplete then NER). You are right.... for takemblues "Completeness" is done.
