I think that you don't have to fill this form. You got COPR - you must give it to immigration officer at the airport and you'll receive your permanent resident card by mail. That's why you have to provide mailing address in Canada in a port of entry or in a local Citizenship and Immigration (CIC) office within Canada (within 180 days till your landing)

I have been informed, though, that a lot of the applications in RBVO are already in process. Ecas doesn't always reflect the true status. Delays are caused by difficulties in verifying documents.
We should get some response soon.
