I agree with you but I don't know to whom the pay order should be issued (is it to CIO canada as earlier or SGVO)......moreover to whom I need to send the RPRF is also unknow. In PPR they told me to submit my PP to my country Canadian Embassy. and they clearly mentioned that if I send the PP to them directly then all liability should be on my shoulder.

RPRF must be send to SGVO.
Bank Draft/payment instructions:
If you are paying in Canadian dollars, the bank draft should be addressed to the: Receiver General for Canada.
If you are paying in Singapore dollars, the bank draft should be made payable to the: High Commission of Canada.
Print your name on the back of the bank draft.
FOR BANGLADESH: Standard Chartered Bank is the only bank in Bangladesh from which we accept bank drafts
Important: Bank drafts have a limited validity. Ensure that your bank draft is not older than Two months when it reaches this office
Send a cover letter+ bank draft to SGVO
The following applicants are not required to pay the RPRF:
dependent children of a principal applicant or sponsor, a child to be adopted, or an orphaned brother, sister, niece, nephew or grandchild;
protected persons, including Convention refugees
